Arrested near Aviano: US Air Force personnel and Italian courts

What the status agreement actually says
Under the NATO Status of Forces Agreement the sending state has priority for offences committed in the performance of official duty, and for offences against its own property or personnel. For everything else — which is almost everything that actually happens — Italy has the primary right to exercise jurisdiction.
Two consequences follow immediately. Command legal assistance advises on military and administrative consequences but cannot appear before an Italian court. And dependants have no duty status to invoke at all, so their position is that of any other foreign national.
What actually happens here

The two consequences run in parallel
An Italian proceeding produces administrative and career consequences on the American side, and those move on their own timetable. Statements given to satisfy one process end up in the other, which is why the order in which they are answered matters.
